This is a plot we won't be roleplaying, but are affected by. The "reasons" for why the Tribes' numbers are so few, if you will.
Everything had been well in the tribes; plenty of water, food, shelter, and the animals were giving birth. The sky was blue and bright, and the land of each tribe was just as they liked it. Life was good.
Slowly, though, as spring crept away, a drought began to sweep the tribes. The Tribe of Fire was the last to be affected, it's food scarcer than ever. The oceans retreated from the shore, leaving it too salty for most of the seafood to survive. The plants died off, wilting and turning brown, and the Tribe of Nature, being the closest to the forest, was left weeping. Even the Tribe of Terrain was weakened. The streams from the mountains went try, forcing them further down the mountain, still a large distance from the closest pool. There wasn't enough rain in the sky for the Tribe of Weather to bring clouds back to the sky, and flying in such hot weather was hard, especially with the weakness among them, their magic hard to control.
The Tribes were picked off one by one. Soon there were so few members left, life didn't seem possible. Alpha Leaders and Beta Leaders were cycled through almost every week.
But with the coming of winter, the mountain water trickled the back, the oceans gathered more water, and the forests got they're plants and animals back. The rain had come back!
After a week or two, the Tribes were replenished. And all the remaining Tribe Members simply needed to find more members.
